Definition

An informal term referring to a provision in the Kyoto Protocol (Article 4, para. 1) that allows a group of countries to aggregate their emissions and emissions targets, and strive to meet the latter jointly. The European Union, through its Emission Trading Scheme, has utilized this provision.
